Since the Single Market was founded 30 years ago, Europe has profited from the increased flow of goods and services across the Union. The work to complete areas that remain fragmented continues, however, as do efforts to ensure that as novel goods and services enter the marketplace, they are also liberated from unnecessary red tape, avoiding fragmentation and enabling innovation and economic development to thrive.
In the digital sector, where much of the cutting edge European innovation takes place, there remains significant work around issues such as artificial intelligence, data privacy, cybersecurity, product safety, energy efficiency, and taxation, to name a few.
DIGITALEUROPE’s Annual Summer Summit will discuss some of these major themes that challenge the digital single market, and look for solutions, particularly for SMEs who are disproportionately impacted by market fragmentation.
Engineer, with a Supélec qualification in computer science, Thierry Breton begins his career as an entrepreneur in the new technologies sector. In 1981, he set up in the United States Forma Systems, an SME which he heads for 5 years. At the same time it publishes a number of science-fiction novels, including Softwar, sold at 2 million copies and translated into a dozen or so languages.
In France, he designs and then designs the Futuroscope, the first science and technology tourism park, between 1986 and 1990. In parallel, he was also elected regional councillor and then Vice-President of Poitou-Charentes from 1986 to 1992.
He runs a number of companies in the market for goods, as well as in the IT sector and new technologies. He was Director of the Strategy and Development, then Managing Director of Bull between 1993 and 1997. He then takes the lead of Thomson Multimedia, a global electronics company. In 2002, he was appointed to the head of the multinational operator France Télécom.
In 2005 he was appointed Minister for Economic Affairs, Finance and Industry of France, which he held until 2007.
Following his ministerial office, he teaches the governance at the Harvard Business School.
In 2009, he became CEO of Atos, a technology and digital service company until 2019.
He chairs ANRT, the National Association for Research and Technology until 2019. He is a member of the Technology Academy.
In 2019 he became the European Commissioner for the Internal Market. It is responsible for industry, services, digital, defence and space, as well as tourism and audiovisual.

Ms. Stella Kyriakides is the European Commissioner for Health and Food Safety since 2019, year in which she was Vice President of the European People’s Party (EPP) at the Parliamentary Assembly of the Council of Europe (PACE), and a Member of the EPP Ethics Committee. Previously she has been a member of the House of Representatives of the Republic of Cyprus, a role which she has combined with her responsibilities as Vice President of the Democratic Rally Party (DISY), Head of the Cyprus Delegation to the PACE, and has held different managerial postions at PACE. Trained as psychologist, Ms. Kyriakedes has been President of the National Committee on Cancer Strategy (2017-2019) and President of the European Breast Cancer Coalition Europa Donna (2004-2006), after working for many years as clinical psychologists at the Ministry of Health, Department of Child and Adolescent Psychiatry (1979-2006).

Eva Kaili is a Member of the European Parliament (MEP), part of the Hellenic S&D Delegation since 2014.
In January 2022, she was elected as Vice-President of the European Parliament for the second half of the 9th legislature. Her responsibilities include the Parliament’s ICT Innovation Strategy, Informatics & Telecommunications, European Strategy and Policy Analysis System, the Panel for the Future of Science and Technology (STOA), Corporate Social Responsibility, and replacing the President for business associations, Middle East, and multilateral bodies, including the UN and the WTO.
Eva is the first woman to chair the STOA Panel and the Centre for Artificial Intelligence (C4AI). She is a Member of the Committees on Industry, Research and Energy, Economic and Monetary Affairs, Budgets, the Special Committee on Artificial Intelligence in a Digital Age, and the recently created Committee of Inquiry into the use of the Pegasus Spyware.
Eva has worked intensively on promoting innovation as a driving force of the European Digital Single Market. She has been the draftsperson of legislation in the fields of blockchain technology, online platforms, big data, fintech, AI, cybersecurity, as well as EFSI2, the InvestEU programme, and FuelEU Maritime.
She is also a member of the delegation to the ACP-EU Joint Parliamentary Assembly (DACP), the delegation for relations with the Arab Peninsula (DARP), and the delegation for relations with the NATO Parliamentary Assembly (DNAT).
Prior to her election as MEP, she was a Member of the Greek Parliament (2007-2012). Before her political career, she worked as a journalist and newscaster.
Eva holds a Bachelor’s degree in Architecture and Civil Engineering, and a postgraduate degree in International and European Affairs.

Ivan Bartoš has been the leader of Česká pirátská strana (the Czech Pirate Party) for many years, and was one of its founders in 2009. He has been a member of the Parliament of the Czech Republic since autumn 2017, and also defended his mandate in 2021. He spent four years in the Chamber as chair of the Committee on Public Administration and Regional Development. Since December 2021, Ivan Bartoš has held the position of Deputy Prime Minister for Digitalization and Minister for Regional Development.
Mr. Bartoš studied theology at the Hussite Theological Faculty, and information and library studies at the Faculty of Arts at Charles University in Prague. Eventually, he decided to focus more on information studies, in which he obtained a Ph.D. degree. His professional career has included several posts at Czech and multinational IT companies, such as Newton IT, Monster Worldwide, and T-Mobile; he also launched the employment portal Air Jobs.

Based in the Netherlands, Ms. Mine leads Customer Operations for Nokia in eleven countries across Nordics, Baltics, and Benelux. She and her teams lead sales, business management, delivery and operations across the region.
Prior to her current role, Ms Mine was based in Silicon Valley, and ran Nokia’s Global Network Transformation practice. She has also run Alcatel-Lucent’s global Consulting Services business, and the full regional business of Alcatel-Lucent in North Asia and Australasia/Oceania which included sales and delivery of large transformation and managed services projects, and well as being Managing Director of both Australia and New Zealand.
Before joining Alcatel, Ms Mine was a much-cited and published analyst and consultant working across the IT and telecom industries. She has worked in the communications and IT field for more than 25 years, during which time she has held senior executive roles with Nokia, Alcatel-Lucent, Technicolor and Probe Research, and has lived and worked extensively in Asia Pacific and Europe, as well as North America.
Ms Mine holds an MBA from San Francisco State University and a BA in Economics from Reed College. She has one daughter, and enjoys cooking, yoga, running, hiking, and travel.

Yann was one of the founders of EURORDIS-Rare Diseases Europe in 1997. He is the organisation’s Chief Executive Officer since 2000.
Yann initiated Rare Diseases International (RDI) in 2009. He is an elected member of the RDI Council and Chair of the RDI Advocacy Committee. He is a founding member of the NGO Committee for Rare Diseases (United Nations, New York) in 2014 and its Vice-Chair. Yann is a Co-Chair of the Global Commission to End the Diagnostic Odyssey for Children with a Rare Disease since its launch in 2018. Yann is a member of the World Economic Forum’s Health Stewards Board from 2020 and of its Global Precision Medicine Council since 2019.
Recent past positions include: member of the Management Board of the European Medicines Agency (EMA) 2017-2019; Chair of the Therapies Scientific Committee of the International Rare Diseases Research Consortium (IRDiRC), 2013-2017; Vice-Chairman of the EU Committee of Experts on Rare Diseases (EUCERD), 2011 – 2013; and a member of the Commission Expert Group on Rare Diseases, 2014 – 2017; member of the Committee for Orphan Medicinal Products (COMP) at the EMA, served 9 years, two elected mandate as Vice-Chair for 6 years.

Michael is VP of data science for Optum Ireland and UK. He leads a team that designs data architectures, platforms and cutting-edge algorithms to impact the cost, quality and clinical impact of interventions for more than 100 million patients as part of UnitedHealth Group US operations.
A supporter of the UnitedHealth Group and Optum innovation agenda, Michael’s team leverages longitudinal health records, genomics and advanced analytics to better understand chronic disease onset and development.
Michael joined Optum in 2017 and has previously led the Optum Enterprise Analytics data science team. He has 13 years of professional analytics experience and holds a PhD in statistical astrophysics from the University of Cambridge. Michael has authored or co-authored more than 80 peer-reviewed publications across statistics, astrophysics, cosmology and data science with more than 12,000 citations and a h-index of 36.
Prior to Optum, Michael worked in Deloitte consulting, quantitative finance and held university research positions in Inference, Astronomy and Physics.

Nicolas has 30 years of experience at Accenture, leading Accenture’s Digital Health initiative in Europe, focusing on industry convergence around healthcare. Recently, he has led strategy and operational initiatives related to the sanitary crisis, including core epidemics management, vaccine management and Green Pass certification projects.

Casper Klynge is Microsoft’s Vice President for European Government Affairs with responsibility for all of Microsoft’s government affairs and public policy work across the continent. He serves on the senior leadership team of Microsoft’s CELA group. Prior to joining Microsoft, Casper most recently served as Denmark’s (& the world’s first) Ambassador to the global tech industry. Didier Reynders is European Commissioner for justice in charge of rule of law and consumer protection, a position he has held since December 2019. Previously, he held several high-level political positions in Belgium including minister of defense, minister of foreign affairs, foreign trade and European affairs, minister of finance and deputy prime minister. From 2004 to 2011, he served as chairman of the Mouvement Réformateur (liberal party alliance). He was elected member of the Parliament in 1992. Prior to this, he has presided the Belgian railways and the Belgian Airways Agency. Reynders has been a guest lecturer at the universities of Liège and Louvain until he became European Commissioner. He holds a degree in law from the University of Liège.

Boštjan Koritnik, born on 15 June 1979, graduated from the Faculty of Law in Ljubljana in 2005, obtaining a university degree in law.
Before and after graduating, he worked part-time for the economy section of the Delo newspaper. From 2006 to 2010, he did a variety of work for the GV Založba publishing company, where he first excelled as a journalist and editor of the magazine Pravna praksa as well as an in-house lawyer and then, from 2010 to 2013, as the director and editor in chief. After the company’s merger with Ius Software d. o. o., he was a (co-)director and editor in chief until the beginning of 2015.
Mr Koritnik has been employed at the Faculty of Law of the University of Ljubljana as a teaching assistant and secretary since 2015. Since 2016, he has also worked as the director of the Faculty of Law Publishing House and the managing director and member of the Založba Audiobook d.o.o. start-up company. He worked with three crypto companies as a lawyer and co-founder, and was the director of the GLEDOS (Global Education System) project. He participated in numerous studies – including for the European Commission and different ministries –, authored or co-authored legal opinions and other scholarly texts (242 entries in the Cobiss system) and lectured about blockchain technology and entrepreneurship in both Slovenia and abroad. Mr Koritnik has performed different roles in societies since 2008: he is the Secretary-General of the Association of Slovenian Lawyers Societies (ZDPS), treasurer of the Association of Slovenian Corporate Law Societies (ZDGPS) and president of the Sports Law Association. He is also the vice-president of the Tivoli Ljubljana Lions Club and president of the ABA Basketball League Appeals Board. In 2019, he received a special recognition from the Rector of the University of Ljubljana for professionals and – with two other colleagues – the 2019 Lawyer of the Year title awarded by the Association of Slovenian Lawyers Societies (ZDPS).

Cédric O was born on 18 December 1982 in l’Arbresle and graduated from HEC Paris in 2006. He is a founding member of the En Marche! political movement and has sat on its Executive Board since its creation. In May 2017, he joined both the Office of the President and the Office of the Prime Minister, as an advisor for State’s holdings and the digital economy.
On 31 March 2019, he was appointed Secretary of State for Digital Affairs. His three priorities are the support and development of the digital economy in France, regulatory policies, and the promotion of digital inclusion.
On 26 July 2020, within Prime Minister Jean Castex’s Government, he was appointed Secretary of State for the Digital Transition and Electronic Communications, in addition to his former responsibilities. He is now in charge of the digital economy, regulatory policies and all types of telecommunications, from infrastructures to daily uses for the French people.

The European Health Data Space (EHDS) could be a make-it-or-break-it opportunity to address fragmentation in the digital healthcare sector. This panel discussion will bring together industry executives, Member States, and patient representatives to discuss key elements of the EHDS and their potential in fixing fragmentation in healthcare. More specifically, the panel will cover the following questions:
Louisa Stüwe is international policy manager at the French Health Data Hub where she is in charge of international policy and partnerships, including French contribution to the European Health Data. Before joining the Hub, Louisa managed health, research and innovation programs and activities, funding, policy, projects and networks at the Pan American Health Organization/WHO, the French Ministry of Health and the World Bank Group. She has also gained experience in the pharmaceutical sector. Louisa studied Public Administration and International Politics at Sciences Po Paris and Georgetown University as well as Public Health at the French School of Public Health.

Padraic Ward is Head of Commercial Operations for Roche Pharma International.
He joined the company in 2004 and has worked in a number of key roles including leading the
team bringing a new medicine for breast cancer through the final stages of development and
regulatory approval, and leading the commercial organisation first in France and then in
Europe. He was appointed to his current role as Head of Commercial Operations for Roche
Pharma International in June 2018.
Before joining Roche, Padraic worked for Coras Tráchtála (CTT)/Irish Export Board, as a
strategic consultant in the industrial and distribution sector, and for Glaxo, first on the launch
of new medicines for infectious diseases, particularly HIV and viral hepatitis, then as
Commercial Strategy Director in Glaxo Wellcome’s Latin America Regional Office in Rio de
Janeiro, Brazil.

Ioana-Maria Gligor is Head of Unit for European Reference Networks and Digital Health in the European Commission, in DG Health and Food Safety (SANTE). Before joining DG SANTE, Ioana was Deputy Head of Unit in the Secretariat General of the Commission and in DG Employment and Social Affairs (EMPL) and assistant to the Director General of DG EMPL. She started her career in the European Commission in the cabinet of Commissioner Orban. Before joining the European administration, she was adviser and spokesperson to the Romanian Minister Delegate, Chief Negotiator with the EU. Ioana graduated from the College of Europe and has a PhD in international relations and EU affairs.
